An arrowhead or something else?

I came across this picture on the web.

According to the description the top left is an arrowhead with a "perpendicular double socket".

I've never seen anything like it before.

How is it supposed to work?
If it's not an arrowhead, what could it be?

How peculiar! I would need a lot of convincing that this was an arrowhead, even if it is a pointy thing. To be honest, what comes to mind is one of those things that nasty people attach to their knuckles in order to do damage to others - although I don't suppose it is. The others look pretty much standard bodkins. Where were they found? The context is always critical to understanding artefacts
